Why it matters — and why it is flagged

LASP enters the map through participant affiliation: the IR-EMPOWER talk was explicitly about apparent emissivity of semitransparent samples at PTB, so the emissivity instrumentation evidenced in the public record is mainly PTB’s. LASP is therefore flagged as a conference-affiliated contributor rather than a primary emissivity institution on the same footing as PTB or CEMHTI. Retained for completeness.

Why LASP is retained

The map deliberately tolerates a small “flagged” tier for entities whose IR-EMPOWER participation is documented but whose public institutional pages do not currently surface emissivity as a program. Including them keeps the record honest: it distinguishes institutions with dedicated facilities from institutions whose visible contribution, at this point, is a specific piece of collaborative work carried out at someone else’s facility. LASP is an example of the latter category.
