The first IR-EMPOWER brought together, over two days in Bilbao, the European and American laboratories working on infrared emissivity measurement — metrology institutes, high-temperature facilities, and university groups — for twenty-one talks spanning techniques below and above 1000 K, cryogenic and ultra-high-temperature measurement, instruments, and open data. The talk “Towards an Open Community of Radiative Properties” (J. Gabirondo-López) outlined what would become EKHI and this site.
